Kenneth A. Luikart
served in the United States military for 39 years: 6 years with the U.S. Army
and 33 years with the National Guard. As a graduate of the Air Force War
College, Luikart served as an Intelligence Analyst for the U.S. Army and the
U.S. Air Force. Luikart is also the author of Transforming Homeland
Security, which was published in the Summer 2003 volume of Air and Space
Power Journal.
